The City of Columbia Payment and Customer Care center has moved to 3000 Harden Street, Columbia SC 29201, and opened to the public Tuesday, October 12, 2021, during the hours of 8:30 am – 5 pm. Customers will have drive-thru window accessibility during hours of operation.
The Payment Center will offer the list of services below:
- Pay bills for water and sewer, solid waste, and parking tickets.
The Customer Care Center will offer the list of services below:
- Water and Sewer
- Establish new service
- Reconnect service
- Bill/account inquiry and assistance
- Report Maintenance-related concerns
In addition to the Payment Center, representatives from the Customer Care Center will be available on site to assist customers as needed. (However, the Customer Care call center will operate in a separate location during their normal business hours.)

City Moves Additional Services to Payment Center Temporarily
Due to building maintenance related to an emergency repair, public facing services that are normally provided at the City of Columbia’s building at 1136 Washington Street will temporarily move to the City’s Payment Center, located at 3000 Harden Street. The following services will be provided at the 3000 Harden Street location starting on Thursday, February 3, 2022 until further notice.
For business with the Planning and Development Services Department, customers are encouraged to visit our website at https://planninganddevelopment.columbiasc.gov/ for information and to apply for permits on-line. Customers who wish to conduct in-person business with Zoning, Building Permits, and Development Center may visit 3000 Harden Street to meet with City staff.
