The City of Columbia has announced a new member to its executive management team.
Henry M. Simons has been named the new Assistant City Manager for Operations effective today, August 12, 2019. In his role, Simons will oversee operations for four major City departments including the Parks and Recreation Department, Support Services, Fleet Services and the Columbia-Richland Communications Center (CRC 911 Center).
“We are excited that Henry Simons has joined our executive management staff and we look forward to working with him to make the city’s operations team even stronger,” City Manager Teresa Wilson said. “We are always focused on ways to improve efficiency and increase effectiveness, and Henry’s vast experience will certainly move us closer to the level of excellence that we are working to achieve.”
City Manager Wilson publicly introduced Simons during the August 6 Columbia City Council meeting. After a brief introduction to Council, Simons then met with the department heads that are categorized under Operations within the City of Columbia’s organizational structure.

Henry M. Simons is currently the Assistant City Manager for Operations for the City of Columbia. In his role, he oversees operations for four major City departments including the Parks and Recreation Department, Support Services, Fleet Services and the Columbia-Richland Communications Center (CRC 911 Center). His past experience serves as an ideal professional foundation for taking these departments to the next level of service delivery and develop a plan of action for both short-term and long-term goals that will enhance departmental operations overall.
Henry has worked for over 20 years as a leader in the Support Services industry. He is an accomplished leader with a strong bias for action. Proven ability to bring a sense of urgency and transform culture. He has expertise across vast aspects of support operations that include: emergency management, supply chain, public safety, and security. He has a proven ability to develop leaders who operate effectively and autonomously. Henry has experienced consistent success leading numerous multimillion-dollar projects, enhancing compliance and adding services with disciplined cost control. He recently served as the System Director of Support Services for Palmetto Health where he provided leadership for ancillary departments in 4 hospitals within the Palmetto Health System with over $20M in operating budgets. Provided fresh leadership and direction for six support departments (Supply and Distribution, Service Response Center, Shipping and Receiving, Laundry and Linen, Environmental Services and Food and Nutrition).
Henry has a Master’s Degree from the University of South Carolina in Healthcare Administration and a Bachelor of Science Degree in Criminal Justice, with a minor in Religion from Benedict College. He has also completed the XDI Leadership Institute at the University of South Carolina Darla Moore School Of Business.
He is married to Kimberly H. Simons and they are the parents of a son Jordan (15) and daughter Jaylah (11). His hobbies include traveling with family, and being extremely active in the community through his church ministry where he is an Elder.
