FY 2021-2022 REQUEST FOR
Housing Opportunities for Persons with AIDS (HOPWA)
The City of Columbia is accepting applications for the FY 2021-2022 Housing Opportunities for Persons with AIDS (HOPWA) Grant Program. Funding from the U.S Department of Housing and Urban Development (HUD) is made available annually and the City estimates $1,517,489 in new allocation. Eligible activities in Columbia Eligible Metropolitan Statistical Area (Calhoun, Fairfield, Kershaw, Lexington, Richland and Saluda Counties) must meet the criteria as outlined in 24 Code of Federal Regulations Part 574.300. Applications will be available January 15, 2021 at www.columbiasc.gov/community-development/federal-entitlement/HOPWA and can only be submitted electronically through ZoomGrants. Technical assistance will be provided upon request between January 15 – 25, 2021. Application submission deadline is February 12, 2021. PUBLIC COMMENT PERIOD & PUBLIC HEARINGS

Notice is hereby given to residents of the City of Columbia that a draft version of the CARES Act Amendment to the 2020-2024 Five-Year Consolidated Plan is now available for review and comment for a 5-day period. The Five-Year Consolidated Plan includes the first program year of the Plan, the 2020 Annual Action Plan (AAP). Notice is also given that two Public Hearings will be held.
The Federal Coronavirus Aid, Relief and Economic Security Act (CARES) was signed into law to provide additional aid to communities in their efforts to prevent, prepare for and respond to the COVID-19 pandemic. The CARES Act included supplemental formula allocations to HUD’s CPD programs, including CDBG-CV & HOPWA-CV to the City of Columbia. The CARES Act Amendment to the 2020-2024 Five-Year Consolidated Plan and 2020 AAP includes these funds and outlines the proposed uses of these funds.
The City will receive $611,921 for CDBG-CV and $220,838 for HOPWA-CV with related provisions specific for each grant. Further, the CARES Act waives the public comment period to a minimum 5 days and in-person public hearings are not required.
The comment period for the City’s CARES Act Amendment to the 2020-2024 Five-Year Consolidated Plan runs from August 12, 2020 through August 18, 2020. Further public comment is encouraged at one public hearing is scheduled virtually for August 12, 2020 and a public forum at City Council on August 18, 2020.
