PUBLIC NOTICE OF GENERAL ELECTION

The Municipal Election Commission announces that a general election in the city of Columbia will be held on Tuesday, November 7, 2023. If necessary, a runoff election will be held two weeks after the first election on November 21, 2023.

The following offices shall be included in this election:

  • At-Large Councilmember
  • District 2 Councilmember
  • District 3 Councilmember

Registering to Vote: Only the electors living within the municipal boundaries of the city of Columbia may participate in this election. The last day to register to vote in-person is Friday, October 6, 2023 by 5:00 p.m. at the Richland County Voter Registration Office. Voter registration by mail will be accepted if forms are postmarked by Monday, October 9, 2023. Voter registration online, by fax, or by email must be entered no later than Sunday, October 8, 2023, at 11:59 pm.

  • Visit the Office of Voter Registration and Elections of Richland County at 2020 Hampton Street, Columbia, SC 29204. The office is open Monday through Friday from 8:30 a.m. to 5:00 p.m.

Absentee Voting:  Registered electors who cannot vote in person on the day of the election and who will be out of the county for the duration of early voting may be eligible to vote by absentee ballot.  Absentee ballot application requests can be obtained by calling (803)576-2240 or in person at the Richland County Voter Registration and Elections Office, 2020 Hampton Street Columbia, SC 29204.

Absentee Voting will begin on Monday, October 23, 2023 and end on Friday, November 3, 2023 at the Richland County Voter Registration and Elections Office, 2020 Hampton Street, Columbia, SC 29204. (Monday – Friday, 8:30 a.m. -5:00 p.m.)

Absentee Ballot Examination: At 9:00 a.m. on the day before the election, the Richland County Election Commission will begin its examination of the absentee ballot return envelopes at the Voter Registration and Elections Office, 2020 Hampton Street, Columbia, SC 29204.

On Tuesday, November 9, 2023 at 11:30 a.m., the Municipal Election Commission will hold a hearing to determine the validity of all provisional ballots cast in the municipal election. The hearing will be held at the Richland County Administration Building in Council Chambers, 2020 Hampton Street, Columbia, SC 29204.

Election Day: Precincts and voting locations will be open from 7:00 a.m. until 7:00 p.m. on Tuesday, November 7, 2023.

Registered voters will be asked to provide one of the following Photo IDs at their polling place. Voters without a photo identification card can get one free of charge from the Department of Motor Vehicles or their county voter registration office.

  • S.C. Driver’s License
  • ID Card issued by S.C. Department of Motor Vehicles
  • S.C. Voter Registration Card with Photo
  • Federal Military ID
  • U.S. Passport
