About Planning & Development Services

MISSION

To guide the development of the City in a manner that enhances quality of life, promotes distinctive neighborhoods, supports businesses and protects the environment through professional, positive, solution-oriented planning, permitting, zoning, and enforcement services.

WHAT WE DO

The Planning and Development Services Department handles a variety of land development and property issues from the issuance of building permits to inspecting buildings for a business license.  Here is an overview of the services we offer:

 

DEVELOPMENT CENTER: The Development Center provides one point of entry for construction review and permitting. The staff shepherds projects from plan submittal to permitting ensuring that reviews are completed concurrently where possible. Coordinators can provide a wealth of information on the requirements and steps in the process.

BUILDING INSPECTIONS: The Building Inspections Division reviews plans and monitors construction work to ensure it conforms to established building codes and regulations. Staff also provide inspections for businesses when they move or open in a new location to make sure the space is safe and meets building codes.

PLANNING: The Planning Division facilitates and implements long and short-range plans for the City, its business districts, corridors, and neighborhoods. This division also provides staff support to the Planning Commission and the Design/Development Review Commission which includes historic preservation and urban design.

ZONING/LAND USE: The Zoning Division administers the zoning and land development regulations for the City. These cover issues such as where certain uses can be established, the subdivision of land, the size and placement of buildings, and parking requirements among others. Staff also provides support to the Board of Zoning Appeals.

Building Codes in Effect for South Carolina

On August 29, 2012, the Building Codes Council updated the mandatory building codes to be used within South Carolina. The Building Codes Council established the implementation date for local jurisdictions as July 1, 2013, for all codes. All local jurisdictions must enforce the mandatory codes, and may adopt and enforce the permissive codes.

Mandatory Building Codes are adopted for current use in South Carolina and must be enforced by all municipalities and counties, beginning July 1, 2013!
