Housing Opportunities for Persons with AIDS (HOPWA)

Housing Opportunity for Persons With AIDS (HOPWA) funds are authorized by the AIDS Housing Opportunity Act and as amended by the Housing and Community Development Act of 1992.  The program is designed to provide states and local jurisdictions with resources to develop long-term, comprehensive strategies for meeting the housing needs and reduction of homelessness in low-income persons with acquired immunodeficiency syndrome (AIDS) and their families. 

 

The City of Columbia administers HOPWA funding as a formula entitlement for the Columbia Eligible Metropolitan Statistical Area (EMSA) which are the following counties: Calhoun, Fairfield, Kershaw, Lexington, Richland, and Saluda. 

 

All City of Columbia HOPWA Grant awards are made through a competitive application process based on client needs, gaps in services, and ability of agency to successfully implement the program.  The City HOPWA funding process opens in the fall for the fiscal year funding beginning the following July 1st.  HOPWA funding allocated each year for the City’s 2015-2019 priority order of funding HOPWA services:

1.            Permanent Housing Program                    

2.            Permanent Housing Vouchers                  

3.            Emergency Housing Assistance                 

4.            Supportive Services

FY2018-2019 REQUEST FOR FUNDING APPLICATIONS

Housing Opportunities for Persons with AIDS (HOPWA)

The City of Columbia is accepting applications for the FY2018-19 Housing Opportunities for Persons with AIDS (HOPWA) Grant.  Funding from the U.S Department of Housing and Urban Development (HUD) is made available annually and the City estimates $1,315,706 in new allocation. Eligible activities in Columbia Eligible Metropolitan Statistical Area (Calhoun, Fairfield, Kershaw, Lexington, Richland and Saluda Counties) must meet the criteria as outlined in 24 Code of Federal Regulations Part 574.300. Applications only can be submitted electronically. The City of Columbia will hold an application workshop to provide assistance sufficient to submit a competitive application. The workshop will be held on December 20, 2017; 3:00-5:00 p.m.  @ Community Development Department, CD Conference Room, 1225 Lady St., Suite 102, Columbia, SC 29201. Applicants are required to attend the workshop as a condition of submission. No application will be accepted from any organization that does not attend the application workshop. Application submission deadline is January 31, 2018.
